My dealer said it took them like 10 minutes and was no big deal. This isn't gonna delay anybody much.
The bigger problem is getting a slot in the service bay to do it. The most annoying thing about getting a car work on at a dealership is getting a slot for the work.

How did this actually happen? Crew at factory just dropped the ball for a week or?

According to Ford, it's a part that came like that from a supplier. So more likely they simply didn't have a check in place for it. Now they do, presumably.

How do we know the models / dates impacted? Or should I just pull the pan off and check the Torque myself?

In addition to what @Kamuelaflyer has posted, if you have installed the FordPass App and entered your VIN, it will inform you that you are part of the recall. At least, mine has.

Or, there was a bolt gun that was faulty, and it wasn’t caught quickly enough.
