So, "guarantees" is a strong word. A couple weeks ago I ended up with a MB EQS 450 from Avis at IAH. The first one they assigned to me was at 8%. The second was at 55%, so I took it. I returned it at over 70% cause I didn't want to risk getting charged. My guess is that they don't even check when they come back in, but I didn't want to fall victim to Murphy's Law.The Tesla was at 80% when we picked it up. Avis guarantees at least 70% at pickup.

If you bring back at 10% to 69% it's a $35 fee, less than 10% is a $70 fee.
