I am not quite sure how the car speed was regulated. It is possible there was some sort of motor/commutator which actually produced DC pulses. The longer the pulse width, the more electricity is sent to the motor. An easy answer would be to use a load bank, but that would waste a lot of power. I can picture a device to do this in my head using a rotating cylinder. Do any of you fine forum members know?
The early controllers were nothing more than physical blade switches connecting more or less batteries in series for higher/lower voltage

Variable speed control wasn't developed until the late 1960's with the invention of the transistor.
Of course, the transistor was invented long before that. Invented 1947, and in widespread use during the 1950's, though not in cars (electric or otherwise).

maybe he was talking about MOSFETs? might be better than bipolar transistors for such high-current applications?

wikipedia claims those were finally produced in the 1960s.
