Background - I did the Ford Promise (know better now) and have the Ford Charge Station Pro - I have it scheduled to charge after 9 pm because I get a better rate. For the last few months, it has failed, and I have to go back outside and flip the breaker, unplug, and replug after 9pm to get it to work. After that it does. Its about a year old. When it doesn't fail charges fine. And if I skip over the scheduled charge it also is fine.

1. So my question is whether the problem is with the station or the car. I haven't tried to schedule anywhere but home for obvious reasons, so I haven't tested that out.

2. If it is, as I suspect the station - has anyone successfully worked with Ford to solve the problem?

3. If I fail with Ford standing behind the unit and If I decide to upgrade, what is my best home solution?

Had the same issue with my wife’s Mach-E and The Ford Pro Charger, the solution was to delete the scheduled charge time (or departure) in Ford Pass, wait a day or two then put it back in. Worked with Ford Tech support and that was the recommendation, and it worked oddly enough.

re: " So my question is whether the problem is with the station or the car."

Yep.

Known bug, and reported in several threads on this site. Supposedly, Ford has acknowledged the issue and promised a fix, though none has been issued AFAIK (hopefully, an OTA). Happens to me most times I try to schedule a charge during off-peak hours, at 11pm on weekdays--all day for weekends--for my utility. Usually, when I plug in, things look good for a few seconds or a minute or two then I get 'Charging error' on the app, and the indicator light on the charge port turns amber--it's blue on initial plug-in--along with loud clicking noises from the charge port. Sometimes, jiggling the connector fixes it, but I've done the breaker cycle, re/connect, etc. but nothing gives a consistent fix. But, last time I tried it worked flawlessly, which leads me to think it's an intermittent problem, generally harder to solve (Ford says it's a 'communication' issue).

Unfortunately, I suspect Ford isn't putting a lot of effort supporting their older EVs, and probably don't have a lot of resources tasked with fixing problems with them.
