You would think you would use less fuel under a lower load.

Generators are more efficient when they operate near their maximum load:

Curve is similar for gasoline generators. Basically at low loads, mechanical losses make up a greater percentage of energy expenditure. If you want max efficiency you should size your generator so your load is about 80% of rated power. The curve is better for adjustable speed inverter generators, but they still operate best around 80% load.
