It could be a lot of different things depending upon the CCSID used.

FINALLY after almost a year (will be a year in July) I finally got my custom plates from CA... I was really starting to wonder if someone stole my plates or something.

We legit had the mailman place or plates on TOP of our mailbox once. Our mailbox is at the bottom of our drive way and off a side walk, a busy ass street, a bus stop and a trolly that is about 2 blocks down. And there the blatantly obvious plate envelope was sitting on top of my mailbox for anyone to steal...
