What does "Special Order Banks" for MME 8/30 mean ?

Does this mean I am to re-order for 2023 because my 2022 order has yet to be scheduled ?

Or is this for new orders ?

New orders are being accepted for 2023 models. Nothing to do with existing orders.

Do not make a new order, your '22 order will convert to '23. Call your dealer and have them change your priority code from 99 to 10. You would have to wait longer if you make a new order since your old order has priority.
