Is it possible to order now?

As many have mentioned on this site, ordering online is confusing and seems to be even more confusion for the dealerships (my two local dealerships could not explain the process or answer any questions). When I showed up at the dealer after placing my order (and deposit online) they promptly issued me a refund and told me that Ford was not accepting orders now. That was February 14th.

Can anybody clarify for me... can an order be placed right now? If so, what is the process? Thanks for your help!
