So that missing fastener is actually an expanding pushpin plug and not a screw.

It's the common Ford trim panel pushpin.

I know this because over the last two Winters I broke two of these wind deflector trim flaps on ice and snow crud, always on the curb side where Winter street crud builds up.

I suggest you check / feel the back side of that dangling wind deflector. On the back side there is another mounting point with a screw and an angled plastic bracket... that angled bracket is where the damage often occurs because of strain. If the wind deflector is busted at that angled bracket, you will need a new one in addition to the missing pushpin. If you are past 36 thousand miles on the car, the out-of-warranty cost is about $30.

Although a silly little trim part, this wind deflector helps to smooth airflow over the surface of the rotating tire and thus it matters for better (incremental) driving efficiency.

Any auto parts store sell packs of those pushpin fasteners for a few bucks.
