Virginia offers a Miles Choice program for EVs that can result in savings on the annual mileage use fee. According to the DMV website "Virginia's Mileage Choice Program is a voluntary option for drivers of eligible vehicles to pay their highway use fee on a per-mile basis instead of an annual highway use fee at the time of registration renewal." To implement this you are required to have your mileage recorded and provided to the DMV. There are two options for recording: an
on-board diagnostic device (OBD) that plugs into the vehicle's onboard diagnostic port, or OEM telematics. To implement the OEM telematics requires "authorize access through your vehicle manufacturer". How can I get OEM telematics authorized?

I have the OBD device without GPS. When I signed up either the OEM telematics wasn't an option or I didn't notice it. IMO this is such a boondoggle. The milage could have been captured by DMV every year, but then some DMV commissioner's cousin wouldn't have got a lucrative contract.

I think the yearly fee is based on 12,000 miles a year. If you drive more you don’t pay any more fee than you would without the tracking. If you don’t drive that much you can avoid overpaying.

You can get more info on the Virginia Mileage Choice Program Here. I contacted Ford and the OEM telematics isn't an option, so you will need to use a mileage tracking device that plugs into the diagnostics port if you want to participate.

Depends on what mpg you are using.
fed gasoline tax = ($0.184/g)/(mpg) = $/mile
annual fee ($) = ($/mile) * annual miles
If you are using 25 mpg (this is what my ICE vehicle gets) and you drive 12,000 annual mile, the fee would/should be $88.32. And, there are certainly ICE vehicles that get > 25 mpg, especially hybrids.
If you are talking about a state fuel tax, just substitute above...

Somehow out of this gobbledygook they get an EV Highway Use Fee of $128.14.

  • HUF is 85% of the difference between taxes paid by a vehicle with a 23.7 rating and taxes paid by a vehicle using the manufacturer's combined MPG rating based on the average miles driven by all Virginians
HUF= [((11,600 average miles traveled *fuels tax rate) / 23.7) - ((11,600 average miles traveled * fuels tax rate) / vehicle's MPG rating)] * .85
