The local Politburo (other places have Homeowner’s Associations - we have a Soviet-style Politburo) has decreed that our streets will be replaced and the bottom half of our driveways must be removed to accompany this. The result being that my car will not be close to my home (and wifi) for at least 3 weeks). Will my car still get OTAs (if any are released) during this time, through the cellular network?

Yes, I think all the OTA updates so far have been via cellular. BlueCruise may not since it's likely a very large update, but I'm guessing that wouldn't be out for at least 3 weeks.

At this point, I’m hoping BlueCruise doesn’t come out until after Labor Day, since I’ll be in Utah until then.

I'm sure I've probably thought about this but just to be sure, this means no home charging. so be sure to report back on your DCFC experiences ;)

If an update needs wifi the car in theory is supposed to notify you of that. You'll have to see if it happens. So far none of the updates have required wifi.

I’ve DC fast charged once at a charger 3 miles away. It took 3 tries, and worked on the 3rd try. There is also a L2 (6 KW ugh) charger about a mile from my house that I could leave my car at overnight if I had to (ChargePoint plus?)

you're going to be our poster child for "active forum member owning a Mach-E without home charging (*)" ?
