Doesn’t sound like OP set up an account. Like mentioned if it’s 40 even it’s more than likely a hold. This was my experience when testing out a new dc charger at a ford dealership a few weeks back.

My experience with Blink is they charge you a fee ($20 for me, maybe $40 for you) that then goes on your "cash balance" on your account. They then deduct the current session fee from that, and keep the rest. Next time you charge, they deduct it from your cash balance. If you have "auto refill" turned on, they will automatically refill your cash balance when it gets below $10. You can turn off auto refill in the app.
This is likely the answer. I use Blink in San Francisco and they operate on the “stored value” concept where you add funds to the blink account where subsequent charging sessions are then deducted.

Since you’re new and exploring, if you’re looking to maximize your DC fast charging experiences, (1) always precondition and (2) focus on 100-150kw chargers, preferably a primary brand (EA, Tesla w/adapter, Evgo, ChargePoint, etc). Technically 30-50kw is DC fast charging, but you’ll probably be disappointed if not shopping or something.

By doing it the way they do, it saves them on credit card processing fees. One for 6 to 8 charges instead of one higher percentage each time. Below $10 has a extra fee with most card systems.
