What determines when you get a PowerUp Update?

Just out of curiosity, what factors determine when a PowerUp update is sent OTA to your vehicle?

I've got a 2021 Premium SR 4WD and I'm on 6.1.0 and also have early access. Does Ford just put out OTA updates in small batches to test how they do with the vehicles or am I being treated like a bastard at a family reunion?

I imagine they put out updates to address issues found in after-production testing and dealer feed back. Ford would garner a lot of customer satisfaction if they would explain the update process and goals. Or perhaps........

Only Ford knows the answer to this question, but if I were Ford, I'd push the updates based on miles driven for a given time period., e.g. average number mile driven per week, with those driving most getting the updates first.

We have under 15000 total miles driven on our 2021 Job 2 MME and seems like we're always at the tail end of OTA updates, even though car is plugged in every night, connected to WiFi, and scheduled update times.

I can assure you that’s not a metric they use. Since March of 2021 I have put 70,000 miles on the Smurfmobile, and there are many people further along in the lead up to BC 1.3 than I am. So, if you are low miles, and I am among the highest miles, and we are both in the same OTA boat, they can’t be using mileage (high or low) as a factor.
