Seems a bit random. See this video I took last year. Not only is the car in standstill on a parking lot, secondly notice how the speed the CC is set on changes from 52 kmh to 20 kmh. We all agree that ultimately one should try to avoid biting the button when not ready for CC, but to me the best solution would be a two click combo as someone mentioned; one activates the CC functionality, then you have to hit up or down to actually engage it.
I’ll add to your idea the simple programming update I’ve been pitching on these threads-

Don’t let the resume button work if the steering wheel isn’t straight.

These “incidents” seem to always happen in parking lots when people are turning the wheel.

I can’t imagine a scenario when you would even want to resume CC when the wheel is turned sharply.

Cruise control should not activate at slow speeds. I only use CC on the highway where there are no stoplights or stop signs.

I only use it on the highway as well.
The point of the “resume” button is exactly that-
To resume CC. I do use that feature on the highway, especially if there is stop and go traffic or a temporary slowdown.

The problem is when people hit the button by accident.

If you try to just initiate CC at speeds below 20 mph with nothing in front of you, it won’t.

"The problem is when people hit the button by accident" WHILE pulling out of a parking space WITH a PARKED car in front of you.

When turning the wheel, a person will accidently hit the CC button and CC WILL engage with a 15mph limit. As soon as you clear the car in front of you, the car WILL lunge. (to elaborate) Because at that point CC is activated, the only way to remedy the lunge is to STOMP on the break pedal.

Try this test (without moving your car), PARK in front of a car and hit the CC. CC will engage at 15mph. It seems that this is designed for stop and go traffic on a busy highway (which is GREAT !!). Next, PARK without a car in front of you and press CC button. CC WILL NOT engage.

If I am in stop and go traffic and want the benefit of Adaptive CC, it doesn't seem to be much of a bother to DOUBLE click CC and get the pleasure of 15 MPH Adaptive CC.
