I’ve been through this with the only dealer here. “New features and modifications are the responsibility of Ford. Absent a CSP or TSB we are unable to modify your car.” Not quite an actual quote but very close.
Those is exactly my experience at two dealerships, and it makes sense for them, risk-wise, to only apply updates directly associated to a recall / CSP.

(There isn't a frunk CSP, right?)

Some of the modules have dependencies on much larger updates. It's not possible/easy to tell in FDRS (the update tool), what is going to be updated or how long it will take.

It could easily be ~3+ hours of service time, if your car required alot of updates.
No way a dealer can offer that type of service time as a courtesy (free) to a customer.

No there isn’t. Job 1 frunks are as they were designed to be and as they were delivered. The dealers are right about that, using FDRS to enable a remote frunk release (or pretty much anything else) is a “mod” that needs to be addressed by Ford. Ford can issue a TSB with a procedure for dealers including billing procedures to Ford or to the customer, or they can push it via OTA. To date they’ve done neither.

An OTA update enabling remote frunk access on Job 1 cars was slated to be pushed in the past but was sidetracked for a variety of reasons. It might currently be slated to happen in the future with the BC 1.3 series of PoweUps but I’m not holding my breath as we’ve been in this position before. The reality for me is, while I’d prefer a remote frunk release like all the rest of the MMEs, the car came this way and I can live with it — even if it’s less than ideal.

I wonder if the doomed 6.5.0 update was supposed to be the frunk update…

All I can say is that I feel for the poor s/w engineers at Ford that are in this mess. I've been in the middle of botched major rollouts that my employer is counting on and trust me, it's no fun and there is always plenty of blame to go around. Considering that Ford is obviously hoping that BC1.3 will be so amazing that it will entice lots of owners to fork out $800 per year for the privilege to use it, this series of lost yardage plays and fumbles has got to be hellish for all involved.

To be clear, I'm not giving Ford a pass. S/W is hard, but that's never an excuse. And as we all know and agree, Ford's biggest issue aren't the repeated delays. Their biggest issue is the near complete silence on the topic. Ford needs to over correct on this, not hunker down.

@Ford Motor Company, make communications frequent and official. Sending emails is (essentially) free. So is communicating on this forum. Use tools that are available to make people know you're working hard to address their concerns. We can accept delays. It's silence that pisses us off.
It could be a much worse notch. At least our cars are drivable:

My dealer says the same thing. I was throwing a minor DTC and the solution in FDRS coincidentally gave me the first of 3 methods to open the frunk electronically. I’m now up to 2/3.

what are the three methods?
There is the physical lever, and three electronic methods.

The first method is using the door keypad, if enabled. Enter your passcode twice.

The second method is FordPass, if enabled.

The third method is in “Settings” next to the trunk button, if enabled. Why is opening the trunk or frunk a setting? Only Ford knows.

...
Why do you have to enter passcode twice on the keypad?

Also, there is a 4th (unofficial) electronic method -- purchase an F-150 keyfob with a frunk button and use your two existing FOBs to program it to the MachE. This requires at least the door keypad being enabled for frunk (I think).

I don't enter it twice, just press the 9-0 button after entering the passcode.
