@Juanle I had great support by @rugedraw to bring me up to date on BlueCruise however it seems us (European) Non-BlueCruisers run into a server-sided brick wall that prevents us for the initial access.

I'm in the same situation as you, just without a dealer. I contacted Ford Europe on this and asked to send me an activation prompt. My ticket is pending and no feedback since almost 2 weeks.

Keep us posted here if you manage to sort it out as your solution will pretty much also be mine.

Last message from ford dealer:

We have opened a case with Ford engineers, and they have referred us to homologations, so we are waiting for them to tell us something.

I've been working with him offline. Seems to be a similar issue to yours. He got me the VIN of a few other Mach E's in Spain and the config on his car seems to be correct for BC to work. Seems like an activation issue on Ford's side.

The Ford dealer did not want to contact the Ford Field Service Engineer, and called me back saying they can't do any more.
I am going to try to escalate this to Ford Spain
So they are basically telling you that they aren't going to do their job then......

What is the point of having a Ford Field Service Engineer if the servicing shop won't call them for assistance?

I know at least @wappla1911 who has updated through FDRS his 2021 quite a while ago and he was apparently lucky enough to be enrolled to BC on Ford Servers. There must have been a time where this was possible.

It to me seems like Ford has in the meantime updated the logic on their servers as BC OTA is rolling out for 2023.

Two, you got a car without the CoPilot360 tech package, which is needed for BlueCruise. See if your window sticker mentions CoPilot or BlueCruise. It may not have the hardware required (it cannot be added afterwards).

It feels like the second situation.
Be very careful with the Ford Co-Pilot lingo. Ford Co-Pilot 360/Assist 2.0 was standard on MMEs. In order to have the correct hardware to run Bluecruise an MME needs Ford Co-Pilot 360/Active 2.0. ??

Ford’s product managers really screwed up the naming of those two packages. They don’t seem to have learned their lesson either looking at some of the all-too-similar options names for different levels. ??

If for me to talk about IPC/IPMA, to talk about 706-01-01 (MFCTA)and its configuration parameters now I'm really confused... I'm going to do some research because I've never read about /Assist vs /Active

Thank you very much for this info.

Total guess:
If this is happening to several folks in your area, maybe it's a region-locked server issue? Can you try using a VPN to a USA IP on your router and connecting the car via wifi? Perhaps the activation would proceed if you were in "America"?

I'm also from Spain. 2021 Job1. I have BC activated from FDRS (Prep kit) and I can see it on the car settings page, but it doesn't appear in FordPass to activate it.

I've had it activated for over a year now... but it's not usable.

So you've been running the BC Prep Kit through FDRS on your 2021 about a year ago?

If this is the case, then Ford must have changed something in between because me (and apparently others as well) can no longer run this prep kit through FDRS with the error message quoted by OP.

Just today I received an OTA that activated BC 1.3.
Confirmed that the dealer had no idea when he told me that this model did not meet BC requirements.
Happy to hear! The update you got was 6.8.0 which is for the IPC. This means that the config for your BC to work was always good.....the problem was your IPC was on an old version that didn't include the animations for BC to work.

However, your IPMA software does not coincide with BC 1.3; you have the BC 1.0 software. You don't have lane change assist, correct?
