That is normal behavior, and I believe it only does this when it's cold. I recall reading that this was some sort of cold weather strategy, potentially to ensure contacts do not stick.
It will do the same when plugging in to charge in cold weather as well, for the same reason.
If your not already doing so, try using "Auto" setting to let the vehicle do it's thing most efficiently based on your desired temperature. Also, I find that Auto 1, or Auto 2, is better than a fan on full blast which dissipates the heat faster leading to a feeling of colder air blowing on you...
It's amazing how Ford thinks that a change in drive train power source from gas to electric, should equate to a sanitized, minimalist, dummy proof IPC design on a Mustang.
