That is normal behavior, and I believe it only does this when it's cold. I recall reading that this was some sort of cold weather strategy, potentially to ensure contacts do not stick. It will do the same when plugging in to charge in cold weather as well, for the same reason.

If your not already doing so, try using "Auto" setting to let the vehicle do it's thing most efficiently based on your desired temperature. Also, I find that Auto 1, or Auto 2, is better than a fan on full blast which dissipates the heat faster leading to a feeling of colder air blowing on you...

It's an interesting choice of comparison, and i wonder if it was intentional. They are comparing a sedan (Model 3), to two crossover SUV's. This is an odd choice, particularly when Tesla has the model Y which would have made this a more level playing field, and apples to apples comparison.
