What are the reasons UK customers not getting PaaK? Legal/compliance?
Yes. Key fobs in the UK are required to go to sleep after a certain amount of time of inactivity so that thieves can’t clone the signal to steal your car. Ford doesn‘t have that functionality in the large key fobs yet, so UK owners get the fob that Ford is using with other cars in that country that does.

UK MME owners should be glad they don't have to deal with Paak. There fob situation with the blank is very strange.

The most likely reason the UK does not have PaaK is government regulations. I am willing to bet your salary (?) that Ford wanted to include those features, but some UK bureaucrat would not approve it. Blame your government, not Ford, IMO.
Sounds like the odds might be in my favour  but I do believe the insurance regulator and ford uk had a finger in this decision, maybe it was too progressive. Tesla, Polestar etc all have phone key capabilities in the UK, so not sure why they have these beyond insurance ratings and why ford has to comply to such extend to limit features vs insurance rating, id take the rating vs loss of functionality due to premium
