Do you suddenly have a blue bar under your MPH, when you didn’t before? My Mach E, aka Mr. Ed, has had its share of computer glitches, and time spent at the service department.
When I picked it up last Friday, this bar was suddenly there. Of course, that had me emailing the Ford engineer who just fixed the last issue.
I just received an email from him. He found a systems integration engineer who knew the answer!

Now we’ve all learned that if you do not have your lane keeping system on, you get the blue bar. You press the little button on the steering wheel to set that system (of course it needs to be activated in your settings).
Someone at the dealership pressed the button... oy vey.

That's only part of the answer. You also have to be in Engage mode and have cruise control and the distance indicator turned off.

By the way, next time check here first. I'd be willing to bet you'll get better answers than from a Ford engineer.

Because the battery percentage is displayed as a bar in Engage mode, but only when the graphic of the car in the center isn't there. And the graphic of the car is only not there when lane keep, cruise control, and the distance indicator are turned off.

Because there is plenty of real estate on the screen when it is essentially only showing you the speed. Once it puts up the other graphics (particularly with lane keep assist or auto lane centering) the graphics of the car with the lines around it take up enough room to make the big blue bar look goofy. So, in that case the battery percentage is just shown as number on the left hand side. For the same reason, if you are in unbridled or whisper, the additional graphics take up too much room so the battery meter is also just displayed as a number.
