I have new Grizzle-E and about 6 feet of Romex 6/3 copper wire it you need one. I currently have one installed inside my garage and my plan was to install this one outside for family and friends to use when they visit. But my HOA didn't approve.

The car handles the charging of the 12V battery. The amperage setting on the EVSE will have no bearing on it. I've seen my 12V battery charge at 27A when I'm driving. That's less than 400W. Over the course of an hour, that 0.4 kWh. A fraction of what the big battery would get on 32A, or even 16A.
Exactly. How you charge the car will have no impact on a healthy 12V battery. Especially with the latest software.

The amperage setting for charging the HVB determines the length of time it takes to reach the state of charge selected. The longer it takes the longer the LVB is charged increasing the likelihood it will also maintain a desired state of charge.
The car is perfectly capable of fully recharging the LVB in just a few hours. It's only a 35Ah battery. I've seen it put 27A into the LVB when just driving around (LVB SOC was around 47%).

What model, color, and what amperage of breaker does it need?
Where are you located? I'm in Miami.

I agree. However if one is retired and only makes short infrequent hops to local destinations one finds that the LVB is rarely fully charged. In this use case slow charging the HVB seems to remedy the situation.

Check your state laws on car chargers|

California law, for instance, does not allow HOAs to prohibit homeowners from installing a charging station on their own property or parking space.

I’m retired, rarely drive over 5 miles, charge at 48A, and my battery stayed charged for almost 4 years. It died of old age.

Probably the best dumb one is the ClipperCreek HCS-60, but it's $1000. You can always buy a smart charger and just not set up the WiFi, that might be cheaper these days.
Clipper Creek has been "changed" into Enphase. Here is the link for the former HCS-60: Find an EV Charger | Enphase
