Navigation not Loading

Suddenly, yesterday, the built in navigation system stopped loading. No tile for Nav. If I try voice "navigate to" the system responds that the navigation app had not finished loading (no matter how long I wait). There was no indication of a software download.
Additionally, my fully charged range has seemingly dropped from about 270 to 200 miles.
I have rebooted the computer with no solution.

Any ideas?

After you reboot Sync, what happens if you try to load Nav from the app drawer?
