It is a built in deer whistle.

Ford didn't want you screwing into the bumper to install standard off-the-shelf deer whistles because they may interfere with the sensors.

I have to tell you, they work great! I have not hit a deer in the Mach e- - That is proof they work as good as the original ones - which I always thought were a bit ugly.
