I finally was able to get the dealership to fill out the IRS 15400 form. For those who bought a car in 2023, you should make sure your dealer fills this out - they are required to provide the form to you and the IRS.

No, the dealer is NOT required to give you this form.

It's an internal form between the dealer and IRS.

You do not sign anything on that form so technically you don't get a copy.

I will be filing mine in early 2024 for my Mach E without that form.

VIN and purchase date is all that is needed.

All the backend work is done by the dealer.

In 2023 we bought both a MachE and a Tesla Model 3.
Tesla sent out Form 15400 to customers at the end of December. Mine was in my account on December 30th.
While it would be nice to get the 15400 from Ford, as long as they send it to the IRS, I am fine with it.
I usually use TurboTax, and they are still working on the EV Tax Credit portion of the software.

Good to know at least 1 company is on top of things! Ford is probably significantly hurt here by the dealership model. If big Ford doesn't do a good job of educating dealers, most probably won't know what to do.

It may be required for the dealer to provide but it was not required for me to file for the tax rebate last year when I filed. (Maybe new for this year?)

Yes, the 15400 form is new this year. Unfortunately my dealer was also operating under the 'I didn't need this last year' premise, and wasn't paying attention when the IRS came out with new rules in July.

I bought mine in Nov and dealer didn't know anything about this.
Had to show them the form and they filled it out wrong the first time.
I also read they are supposed to provide this at the time of sale.

My dealer didn’t recognize the new form or provide a copy in December, either. They had internal paperwork that Ford had them file for it and so they thought maybe Ford was doing the paperwork on the back end. They did fill out a copy for me just in case, to hang onto if there’s an issue.

If it makes anybody feel any better, GM is apparently just as confused…

(As an aside, the instructions on the form conflict with some of the information the IRS has released to dealers, from what I’m reading on their website, and they seem to have made this entirely more confusing than it needed to be...plus the way the reports are submitted appears to still be in flux.)

Reading the form instructions it appears that the form will not be required for new GTPE’s because they exceed the 55K limitation.

What are you basing this on? Early in 2023, the IRS initially classified the Mach-E as a car, so it did have a $55k limit. However it was later revised to an SUV with an $80k MSRP limit.

My other vehicle is a Chevy Avalanche so I have a hard time identifying the MachE as an SUV as well. Appreciate the correction. I need to reach out to my dealer. They did not provide this form to me when I purchased my vehicle in November.

Yes, a new form for the 2023 Tax Credit, Form 15400, was made available in October of 2023. The old form referencing section 30D was used for 2022 taxes.

I called Ford customer service; they put me on hold, and when they returned, they said I needed to talk with Ford Credit.
I called Ford Credit a few minutes ago, and the CSR said according to the IRS, it is the dealer's responsibility to supply form 15400 to the IRS. She did state that there were recent questions about the form and that one of the people in the office had even been asking about it.
I asked if FORD sent information on vehicles purchased to the IRS, and as far as she knew, Ford did not.

The Ford representative recommended I call the selling dealer. I call and talk with the receptionist at Granger Ford, and she puts me through to the 'girls in the back who handle the paperwork'. Of course I get the voice mail for Pam.

The new form (October) does still reference the IRS section 30D (Clean Vehicle Credit). The form also still states that it is the dealer's (seller's) responsibility to file with the IRS and supply to the buyer.

For vehicles purchased prior to 2023, the correct form was 8936. Unlike 15400, 8936 did not have any requirements that the seller send the form to the IRS, only provide the buyer with certain info:
  • The purchaser’s name and taxpayer identification number.
  • The vehicle’s VIN.
  • Verification that the original use of the vehicle begins with the purchaser.
  • The maximum new clean vehicle credit allowable for the vehicle.
Since buyers can figure most of that out on their own, dealerships didn't really have to do anything.

Update: I missed the call back from Pam, but she left me her direct line. I called, and she answered directly.

I explained my issue of needing the dealership to submit Form 15400 to the IRS and provide a copy to me. She was very patient and listened to my story. I did try to keep it short, but I took time to explain my actions so far.

Pam had not heard of Form 15400 and Googled it while I was emailing her a copy. She was able to see some of the discussions on the various Tesla forums about some people who might miss out on the rebate (those who did not have to provide the SSN at the start of the year). I tried to go into some depth that the rebate process has changed for 2023 and that Ford customer service stated it is the dealer's issue.

I finally feel like I have been heard and think that Pam is actively working on my Form 15400. I know that Granger Ford has sold other Mach Es as well as Lightening Trucks that will need the same documentation. If the IRS takes a hard stance with the deadlines, there are going to be a lot of angry people.

I will post any further updates as I get them. I am tempted to reach out to the US Senators for my state to explain the challenges that the new EV tax credit program may be creating.

Ideally, I think every manufacturer should submit the information to the IRS, rather than each individual dealer.
