It depends on the location and how the parking lot is setup. Utilities generally run along streets/sidewalks, so there wouldn't need to be much digging to them at the street edge of the parking lot, which is generally farthest from the entrance.Just as a note, the reason many of the chargers are close to the entrance is that this is usually the cheapest spot to locate them. It costs a whole lot of money to run trenches to the rear of the parking lot to position them there.
I know there are a lot of things to take into consideration when placing chargers, I just want "Let's be nice to EV users and give them good parking spots" to not be one of them. The dumbest (sort of) EV related parking I've seen are signs for 'clean vehicles' or 'zero emission' vehicles right by the entrance, as if clean vehicle drivers are better than everybody else. I ignored those idiotic signs all the time and parked in them even before I got my Mach-E.
