12V battery voltage

At the "cigarette lighter" outlets I'm measuring 14.6 volts, even with the car shut off. Is that normal, maybe because it is actually still charging off the big battery?

The new 12v update that was recently done keeps the 12v charging off of the HV battery for about 10 minutes or so once the car shuts off.
