I've read all the pages of this post, and I have a slight headache.
In Miami, I bring the car into the garage daily to protect from the sun, pollen, etc. On average, I leave at 3pm to pick up my daughter. I drive 22 miles round trip.

Do I need/should I plan a departure time in the app to precondition?

I assume, no.
No, probably not necessary in Florida because your temps are probably above 40°F. If I lived in Florida I would just hit the remote HVAC for five minutes before I leave.

So, pre-cool the car before leaving?
