Andoid PAAK question/problem?

I have a samsung S21 setup as a PAAK for my wife's MME. The main reason is she has her PAAK (apple) setup so her unlock command only unlocks the drives door.
when I walk up to the passenger door for the first time in an hour or so, my PAAK will only work IF I log into the phone and launch the Ford pass app. (or wait around 5 minutes or so)

Why is my phone not working as expected? I have the app set to camera, location, and nearby devices and battery is set to Unrestricted.
location is set to precise. But every time I walk up to car I can not unlock the passenger side door to get in. But once I have been setting in the car for a couple minutes the PAAK reports its connected.

Over the buttons for windows/trunk/frunk, do you have a little link that says optimize phone as a key? If so, tap on that and do everything that it says to ensure that phone as a key runs properly in the background

yes, and was completed. Does Paak use Bluetooth to talk to the car?
Edit, I turned off near field communications on the phone and it makes no difference.

When I walk up to the car, my phone will not work. I have 2 options, start ford pass or wait several minutes.
