Swift allows kids to code for IOS. I don't think a drag and drop style IDE exists for Android.
Plus with Android you have to work around the other crap the manuf bloated the phone with. (Lest that's been my experience)
Scratch is on android/ios/web. Android also makes it pretty straightforward to disable/replace anything from launchers to keyboards if you want. Apple tends to work well as long as you stick to their ecosystem. Android's just more customizable/open.

You could just install the site as an app and have pretty much the same experience. Most browsers should have an add to homescreen option somewhere in the menu.
