Yes, the rain blocks the camera and the radar so they can’t work as effectively.

I’ve found it’s more about visibility. I lose BlueCruise in fog, heavy rain, and sun glare when I’m driving directly into the sun.
Most rain it works fine for me.

It's also not just a question of when it will engage, it is also when it will disengage. When rain starts, BlueCruise will switch from Hands-Free mode to Hands-On mode. After the rain ends, it will switch back.

Concur with other posts. It really depends on visibility. Light rain it usually works. Sun glare, particularly driving into a low sun, usually causes the system to go to hands on mode. It will sometimes work in light snow if the road markings are clearly visible. As soon as road markings are obscured, it goes to hands on mode. When its snowing you really need to be in control of the car anyway; I will sometimes turn on the cruise control in snow (no lane keeping) because the radar system can see where I may not be able to.

I was driving earlier tonight in this torrential rain that’s pounding the northeast. Surprisingly, the car notified me blue cruise was available. I tried it, mostly because I didn’t believe it, and hands free turned on without issue. I promptly turned it off and out two hands on the wheel.

Most importantly, it is based on visibility of the lane lines. Blue Cruise can have trouble if the windshield in front of the mirror assembly camera is obscured but also if the lane lines are obscured on the road surface. The latter can be influenced by lightning, so driving into the sun with wet roads can be more problematic than you realize as a driver.

It does work in a light rain. If it starts coming down heavier it will require hands-on.

I've noticed (at least in my state) that when they resurface freeways they are now using paint that seems to wear off easily and has poor contrast. If the road is wet and shiny, it cant see the lane lines.

Yet more evidence the Lane Centering component of BlueCruise depends entirely on the cameras - not the supposed "high resolution mapping." The map is just a geofence. If the cams cannot see, because of bad lines, snow, rain, dirt, or glare, it's hands-on for you.
