We charge at 40 amps with our Grizzl-e Inside a garage. When it is 12-19 degrees at night our charge time has extended into the next day. We’re at 85% after 15 hours of charging. In the summer and fall we could do that in 6 hours. Is this to be expected?

I don’t know the exact numbers, but a couple of truths:
Batteries must be charged slower when they’re cold.
Some energy may be used to warm the battery while it’s charging.

Your Grizzl-e should provide some data to check.

It should charge at 9.6kw even in the cold. I got 43kw at a fast charger immediately in the cold. Level 2 should be no big deal. That doesn’t seem right.

I have two Grizzl-E Classics. Both set to 4Even at -20F, They both deliver 40 amps The car charges a little slower as some of the 40Amps (9.6kw) is used to heat the battery, but not nearly as slow as you are reporting.
Something doesn’t seem right with your numbers. I’m betting your numbers are coming from the FordPass app, which seems to be programmed specifically to report incorrect charging numbers. Have you been checking the State of Charge numbers in the car itself?

No, it is not to be expected. Your charger is not working properly. Make sure it wasn't reset to a lower amperage. How do you know what amperage it is putting out?

I can verify amperage via my charger's app or my utility company's app, which shows how many watts I am pulling.

I don’t know what your Grizzl-e will do if it lost a leg of the 240V. If it continues to operate, it would be at 50% capacity. Wouldn’t hurt to check your voltage.
