After speaking with a sales person over the phone who confirmed with his sales manager that they would accept X-plan. I ordered a 2022 on 10/2 along with the paying $500 deposit through Ford website ordering. The dealership wanted me to come in and provide my driver's license. Fine. I have a handwritten piece of paper that says an it price with x-plan + $100 fee + delivery charge + tax & tags.
I just saw that they put a Difference from total MSRP of $10,000. WTF. How should I handle this?

X-Plan includes delivery. They are allowed up to $100 for paperwork, plus whatever the DMV charges to register and title the vehicle.

OP who is the dealership in question? I'm also in the DMV area, and have been running into similar issues. Even after I received a written confirmation via email that there will be no markup on new orders, x plan pricing, etc. I get conflicting information depending on who you talk to at the dealership, it's absolutely ridiculous.

Don't listen to talk. Confirm they take X-Plan, and get it IN WRITING. Or find another dealership.

I did confirm in person with sales manager that they would accept X-plan.

Have the manager print the DORA (dealer order receipt acknowledgement) which shows the X-Plan price and date and sign it.

I will go in and do that. There might be some fireworks. I don't take well to being played like a fool especially knowing that I am an existing customer who has patronized the business.

The X-Plan price, along with the A-Plan price, is on the invoice. They are both fixed prices. As in, no haggling allowed, take it or leave it.

Personally, I would contact Ford, and have them redirect your order to a dealership with somewhat more integrity.

I fully understand that and I am very happy with that deal. What they have done is under-handed.
There was no discussion of "oh by the way we are adding 10k of ADM". I am in the process of contacting Ford.
