I have the full arsenal of equipment for doing FDRS updates - (Windows laptop, Mongoose Cable and flashing power supply).
My primary residence is in Loudoun County, but do make frequent trips to the Fenwick Island, DE area.
As other members in across different regions have offered, I'll help deliver the updates to your vehicles, but you'll be required for popping your own panels. I can walkthrough the panel removal, or you can follow this helpful guide to remove panels prior to meeting, or to create and install grommet knockouts, providing quick access to 12+V and chassis ground access points using these grommets from Amazon.
I'll ask you cover the 2-day FDRS license (currently $50) and $20 towards equipment costs (Mongoose cable and flashing power supply).
