FordPass will not activate

I have had my 2023 Mach-E for 6 weeks. The message from Day 1 has been "The vehicle cannot be activated at this time. Please try again once you've taken delivery of your vehicle".
The dealership disconnected the fuses to the TCU for a short time and reconnected - didn't work.
Engineers have supposedly been working on it. I've received 3 calls from FordPass asking if it is working yet.
I've removed the vehicle from my FordPass and added it back daily, I've done all the resets on the car and I still get the message.

Does anyone else have this problem?

Dealer needs to finish their paperwork in the system so it shows as sold. And enter the connected vehicle agreement you signed.
