He did not find any leaks or squirts, and he hears the pump engaging. So the fuse is fine.

Can he check for a blockage somewhere? Where can he start to work his way back from the reservoir? Where is the pump?

What do you mean? He's out of warranty, so the dealer is irrelevant.
If they're not finding the issue, they're not doing the job. Find a new shop that will—dealer or otherwise.

Ahhh
He hasn't gone to a dealer yet. The dealer talk came in when someone else chimed in and when off on their tangent.

Start at the pump, like above:

A pump can be heard, even if it is not moving fluid. After cleaning the filter, you can also try pulling the output tube off the pump and see if the pump is pushing fluid...

Back to basics which a competent DIYer or any garage, dealer or not, are capable.

Always start with the basic diagnostics and work up the scale of complication, difficulty and expense if it comes to replacing anything.

If front & rear aren’t working properly, think commonality of components & systems.

The earlier link to cleaning out reservoir up inside front of left front wheel arch looks the best shot.

Then go from there, remove washer jets and operate the washers front & rear and flush out the entire system, fully clean out the jets in case something got into the reservoir and partially blocked the jets, refit & test.

…..and so on.
