I live in a rented house and the circuit has 30Amp breakers installed for drier. I'm thinking of buying this portal charger from Amazon which supports 16-32A. Is it safe to you this charger with drier port and for 30Amp breaker what would be suggested load?

A modern dryer outlet is a NEMA 14-30R. You could have a NEMA 10-30R if it is older.

You need to look at what outlet is installed and buy an EVSE with the correct plug. The one you linked has a 14-50 and would not fit.

Since the circuit is 30 amp you would want to limit charging to 24 amps.

I charge on a 30 amp breaker at 24 amps. It has been great for me.

Edited to add image showing the difference to help you determine which dryer outlet you have:

I ordered this adapter for 10-30 to 14-50. And how many miles are you getting if you charge at 24 Amps? I'm just checking if its worth to spend 350$ and it wont charge atleast 150 miles overnight.

CircleCord NEMA 10-30P to 14-50R EV Charger Adapter Cord Compatible with EV, 30 Amp Dryer to 50 Amp EV for Level 2 Charging

24A max. You’ll need an adapter.

Roughly 5.5 KW net. Takes the ER battery from 20 to 80% in 10-11 hours.

While I can't answer your question directly - I've seen other posts that advise against using the dryer outlet as it isn't designed for frequent switching of plugs - You may want to look at something like https://www.getneocharge.com/
