That plastic filler panel can be removed from the actual liftgate. As @Mach-Lee said, you could then try using a heat gun to relax the plastic and see if it will pop out. If not, then you can take the panel to a shop to see if they can fix it. Most shops don’t do actual body work any more, so they’ll likely sell you a new filler panel and the labor to prep and paint it. ??

Per a dealership, there is a seal on each screw (four screws total). You need those seals to avoid this similar leaky situation.
