Does Massachusetts have any laws that will fine or tow drivers parking in charging spots and not charging?

The garage by my gym has 6 ChargePoint spots. Tonight two were taken up by ICE cars. One of those cars has been parked at a charger three days in the past week. ?

it’s an enormous garage with plenty of spots. 100% intentional.

(I did report it in the ChargePoint app, but two hours later, they were both still blocking spots)

I don’t know of any laws, but there might be. I’d call the management company of the garage.

Technically yes, but it is more of a slap on the wrist and probably won't be enforced. This site has a good summary by state:

As another person said, your best bet is to talk to the management company of the garage and see what their policy is.
Only if the city or town enacts the restriction. So you need to dive into Massachusetts city and town ordinances and bylaws | Mass.gov and lookup your city/town.

Assuming it is private property it is really up to the owners / management of the property and sadly they don't seem to care.

My town has a $50 Fine if you ICE the Spot but that is about it. Nothing about Towing.

Concerning the use of electric motor vehicle charging stations for parking a motor vehicle.

BILL SUMMARY

Dedicated electric vehicle charging stations - misuse - penalties. The act authorizes the owner of a plug-in electric motor vehicle charging station to install a sign that identifies the station. If the sign is installed, a person is prohibited from:

  • Parking in the space if the vehicle is not an electric vehicle; and
  • Using a dedicated charging station for parking if the electric vehicle is not charging.
An electric vehicle is rebuttably presumed to not be charging if the electric vehicle is parked in a charging station and is not electrically connected to the charger for longer than 30 minutes. A person may park an electric vehicle at a charging station after the electric vehicle is fully charged in a parking lot:

  • That serves a lodging business if the person is a client of the lodging business and has parked the electric vehicle in the lot to charge overnight;
  • That serves an airport if the person is a client of the airport and has parked the electric vehicle in the lot to charge when traveling; or
  • Between the hours of 11 p.m. and 5 a.m.
The penalty for a violation is a $150 fine and a $32 surcharge.

And a Colorado law has what effect in Massachusetts?

Put up your Hoodie and mask, and do a nice sharp key down the side. They wont park there anymore, guaranteed.

I recently saw two ice side by side in EV charge spots at a mall. It really pissed me off. Do people driving ice really think it’s ok to park there? My Mach e is on order and if I was driving it and needed to charge I would be quite upset.

Only the Property Owners can do anything about it and usually businesses won't bother, they don't want to upset customers. Even my City only has a $50 Fine for Icing and it isn't enforced.

Go to the Painridge Casino and they have a Ton of EV Spots in their parking garage which is great but at least 1/2 if not more are ICE'd every time we go there.

I personally don't ever try and plan on charging anywhere, if I can charge then great. Of course that doesn't apply to road trips.

When I worked in Physical Medicine & Rehab many years ago people who needed to use handicapped spots would often have a 5/7 card with a very sticky back that informed the offender parking in a handicapped spot about their insensitivity in taking such a spot. Just sayin'.
