Starting while charging?

In this mode does the HVAC run off the HVB? I believe you get the 12 V battery icon which makes things confusing. Shouldn't the DC/DC be active?

The compressor and heater run off the HVB. Always. The rest of the system is 12V. The 12V battery will be charged as needed.
