The flag’s unlikely to be Scottish & Welsh, I’d be surprised if it was, and that would explain the absence of English or Northern Ireland flags.

I think it’s more likely to be the civic flag of a Govt or other official department a variation of which the Scottish Daily Express uses with the Scottish rampant lion holding the Saltire………

Be really interesting to know precisely whose flag it is, and who’s using a stretch MME up in Scotland, one of our Scottish brethren may know.
