If you don't have this chip, it can't process the signals from the 4 side sensors. Now for those transitional builds where the chip was there, either the board was fine, while the chip wasn't or the beancounters probably decided it was cheaper to continue to use the existing hardware until depleted, while not offering the feature, (and thus not needing to provide support for the feature many years post sale).
Huge example of this is how CPU manufacturers build the latest and greatest CPUs,, and use the subpar chips in their lower class offerings (some Core I5s are failed Core I7s - known as processor binning)
