No, it is not.

The first letter is simply the first character of the three-character World Manufacturer Identifier, defined by ISO 3780. The WMI is assigned by country, but does not indicate the country of manufacture of the vehicle itself. It indicates the country of the manufacturer.
Then why does my Ford Mustang Coupe VIN start with 1 while the Ford Mustang Mach E starts with 3? My coupe was built in the US, the Mach E is built in Mexico, but both are manufactured by Ford.

The first character of the VIN indicates the country in which the vehicle was manufactured. VIN’s starting with 1, 4, and 5 are manufactured in the United States.
