A real question.

It appears my car's max charging voltage is 355v reported by car scanner, with some fluctuation but not much.

Is 355v the nominal number, or should I have Ford look at it? (23 ER pack)

45v shy would leave 10% quick charge speed on the table. I would generally handwave this discrepancy off, but seems like others here have the data from their cars.
The pack voltage is a function of your SoC - it increases to just under 400v at 100%. Nothing you can change about that; it's how the pack was designed :(

What's your view on how to monitor what the charger is offering - is it just simply the HVB current (HvbA)? I get the request part and that's simple then to compare but how to check the offer part in case charger isn't making it visible in it's own screen?
In Car Scanner, there is already a pre set-up page that shows all the DC charging data. Look at the charger max amps and the request from the car:

The charger is advertising 236A max available, and the car is requesting just under that from the charger (235.8A). Even though the car is asking for the full amount, the charger is only delivering 218A. This is a typical crappy EA charger that is outputting way less than the 350A it's capable of.

355V must have been your current pack voltage, not the max. Your pack will go up to 390V when fully charged. When connected to a DC charger you should see 400V+ as the max voltage.

There was definitely something wrong with the EA charger in the screenshot above, it should have been offering 500V or more but the max voltage was down to only 414V. This charger likely had failed power modules and was operating at a reduced capacity of about 65% of max.
