Don't have my car yet, but I'm pretty sure "SYNC AppLink" programs run in coordination with the individual apps on your phone. They don't run independently in the car's computers. Your phone is required and the phone's Internet connection is used (be that via the phone's mobile carrier or through the car's hotspot if you choose to enable that).

Does anyone know if you can activate the car’s hotspot with Verizon instead of AT&T? And, how you find the IMEI number? TiA

No , you cannot.

Itā€˜s just a local hotspot for other devices. That it. Nothing else. It doesn’t provide any additional connectivity to the car itself that it doesn’t already have (including traffic and navigation).
That's perfect for my kids. How do I connect to it?

That's a good deal!
However, I don't much see the need for wifi in a car anymore. All my phones have unlimited data and can have a hotspot turned on if I have someone in my car that isn't on my phone plan. So I personally see no need in using this feature.
If it's just for entertainment this wouldn't really apply but if you need to stay connected for working on the road it can be a good idea to have both your hotspot on your phone AND a backup connection like the car hotspot, especially if your phone is with any other carrier since sometimes one will have coverage when the other doesn't.
