And now.... I received a call back from Granger saying the MachE does not qualify because the limit is $55,000. I stated that no, they updated the MachE to an SUV, and the limit is $80,000. I directed her to the Fueleconomy.gov site, and she said that it was not the IRS.

Everything remained civil, and she even said she had told another customer who bought a Mach E that they did not qualify for the rebate.

So, Granger sent me a 15400 that was blank, except for the dealer information. It was hand-signed in blue ink. No customer name, VIN, sales price, or any boxes checked.

I took the time to put together a Word document with links and pictures using only IRS information that showed the Mach E is indeed eligible for the Tax Rebate up to $7,500 (PRIOR to April 17th, 2023). I also attached a new 15400 PDF that I filled in with the VIN, sales amount, dealership information, etc. I asked her to sign the new form, return a copy to me, and furnish one to the IRS. In addition, I added the IRS fact sheet that answered questions about the Seller's (Dealer) responsibility.

We will see what comes of my latest email. I am doing my best not to let my frustration enter my communication. It is not the fault of Granger Ford staff that the Tax Code has been difficult and evolving.

Suggestions on who else I can/should contact. I am thinking a beer or 2 might be good for the evening!

My other vehicle is a Chevy Avalanche so I have a hard time identifying the MachE as an SUV as well. Appreciate the correction. I need to reach out to my dealer. They did not provide this form to me when I purchased my vehicle in November.
My dealer produced what looked like a form letter with the same information as the 15400 stating that was what Ford instructed them to proxide. I had brought a copy of the actual for with me and filled it out after a brief discussion amongst the managers.

Prior to this they said they were unaware of the form requirement.

Thanks for all of the comments so far. When I was having the phone conversation with the Supervisor (?) yesterday, she told me that she told another customer that their Mach E did not qualify for the $3,750 Tax Credit available after April 17, 2023 (ending December 31st).

Below is a photo from my iPhone of my computer screen showing the $7,500 Federasl Tax Credit was available at the time (April 14, 2023). It amazes me that Ford cannot be more proactive in sending information to it's dealer network.

There remains a lot of confusion from EV owners across many brands. Many people are quoting that the Seller must submit the information to the IRS within 15 days at the end of the calendar year. Despite the fact that the new online system is very new and a requirement for those dealers hoping to allow customers to use their EV credit at the point of sale in 2024.

'Accordingly, for vehicle sales occurring in calendar year 2023 or later, the Seller must provide the report to the taxpayer not later than the date the vehicle is purchased and must submit the report to Secretary within fifteen (15) days of the end of the calendar year containing the following: (1) The name and taxpayer identification number of the Seller; (2) The name and taxpayer identification number of the taxpayer; 16 (3) The vehicle identification number of the vehicle, unless, in accordance with any applicable rules promulgated by the Secretary of Transportation, the vehicle is not assigned such a number; (4) The battery capacity of the vehicle; (5) Only for sales of new clean vehicles, verification that original use of the vehicle commences with the taxpayer; (6) The date of sale, sale price of the vehicle, and maximum credit under § 30D or § 25E, as applicable, allowable to the taxpayer with respect to the vehicle; (7) For sales after December 31, 2023, in the case of a taxpayer who makes an election to transfer the credit to an eligible entity under § 30D(g)(1), any amount paid or otherwise allowable as a partial payment or down payment to the taxpayer; and (8) A declaration applicable to the report signed by a person currently authorized to bind the Seller in these matters, in the following form: “Under penalties of perjury, I declare that I have examined this report submitted to the IRS pursuant to Revenue Procedure 2022-42 by [insert name of Seller], and to the best of my knowledge and belief I certify that this report is true, correct, and complete.” This written report must be provided to the IRS in the time and manner described in section 6.03 of this revenue procedure.'

I hate that my tax credit is dependent on a dealer doing something that they don’t understand.
They will care a lot more in ‘24 when the rebate moves to cash on the hood, in which case I think it is the dealership that applies for the credit.

It isn't dependent on the dealership.

That is optional for 2024.

There is zero chance you will be denied. I also bought in May. Worse case the IRS will ask for proof of purchase in the future. I have no concerns.

Res IRS notifications, they are still 'processing' a 2020 possible denial of a $1200 credit I claimed and have advised me I will hear from them sometime early this year. Meantime their contracted collection people insist on dinging me over it.

For those who are trying to educate your dealers....

I checked in with my dealer, and their response was
The IRS web site is currently unstable; however, we will continue to submit before the 15th.

As far as I can tell, the website (Likely the IRS Energy Credits Online site) isn't used for 2023 purchases, but rather for 2024.

2023 submission is pretty easy (see Clean vehicle credit seller or dealer requirements | Internal Revenue Service (irs.gov) ), and the IRS is actually extending the deadline to January 31, 2024.

Rev. Proc. 2022-42, Section 6.03 provides that sellers must file reports within fifteen days after the end of the calendar year (i.e., January 15, 2024). The IRS is extending the due date sellers have to provide these reports until January 31, 2024. As a result, for vehicles placed in service in calendar year 2023, you must submit required information about a qualifying clean vehicle sale to the IRS by January 31, 2024.

  • Submit copies of your seller reports provided to eligible buyers via email to the following email address: [email protected]
  • The IRS preferred format for these submissions is an excel spreadsheet containing all required data from all seller reports a seller or dealer prepared in calendar year 2023.
  • Sellers or dealers may also submit individual seller report copies of the Form 15400 or equivalent forms containing all required data the seller/dealer used in calendar year 2023. Sellers and dealers that used reasonable alternatives to Form 15400 in providing the required seller reports to buyers do not need to prepare the information in the Form 15400 format.

Update: I have received my completed 15400 from Granger Ford. I kept things positive and tried to provide as many references as I could to the dealer. I know that the back office staff has probably grown weary of me.

There was an update yesterday that may be of interest to everyone following this page. I saw the info on the Reddit Chevy Bolt page. Below I quote the IRS page that was updated yesterday (I believe).

This page provides specific methods that the dealer should use to submit their 2023 EV sales. Plus the IRS extended the reporting deadline for 2023 EV sales until 1-31-2004!
