I have ordered a key fob replacement and additional $200 is what my dealership wants to “programme” the new FOB

I was provided with two but lost one and I do not trust PAAKI have never lost a key, but the need to have two physical keys to program a new key was part of my rationale for getting an F150 Lightning key for my MME (although the real reason was because I wanted a key with a frunk button). ??
The Lightning Key will become the third admin key. You need 2 keys to program a third (or fourth). Once you get to 4, your dealer may need to delete one if it gets lost or destroyed. ??I want to get a Lightening fob, and I have two fobs, but 3 Admin Keys? I have not connected PAAK. Not sure what the third Admin key is and if that will give me a hard time. Any advice would be appreciated. Thanks.

$253 for the key with sales tax $3.00 transactions fee. $100 for programmingQuestion: Does the $200 price cover everything ... the cost of the key AND the cost of programming? Or is that _only_ the cost of programming?
If it's just programming (key cost extra) then that's crazy high.
My car only came with 1 key, bought two extra ... the dealer charged $100 to program BOTH of the extra two keys.
