My MX+ was plugged in when I had the lockout issue. I did a DTC scan and the only errors that caught my attention were low system voltage on a few modules (ABS, IPMA, BECM, BCM) and no communication from BECM and BCM. I assume all were due to unplugging the 12v.However, as far as I know, no one who's experienced the issue has had an OBDII dongle plugged in when they experienced it.
edit: went back and looked at the logs. There were also some random ABS and IPMA errors thrown. Also forgot to mention that BC worked for about 2 hours on the following drive and then I got a message that ACC wasn’t available due to dtc u2108. The issue went away with turning the car off and on and haven’t seen it since. No clue if that was related though.
