Heat output has been adequate since it was new, even down to 20 degrees F, but this year, at 30 degrees outdoor temperature, the cabin is way too chilly, and I have it set for 80. The battery is at 38%, the seat warmer is on low, and the steering wheel heater is on.
The latest update is 10.1.0 I went to a cold garage to get the update version #, sat in the car and turned it on. Soon, the heat came out of the vents, which was nice to feel for a change, warmer than it had been while driving lately. I was unwilling to change it to auto, thinking tomorrow it would be cool to luke warm air coming out if I let auto do its thing. any ideas?

If you are forcing the blower speed up to high with your settings, then you will be cold. It's very important to use lower blower speeds (3 or less) in the winter to not waste heat. Cranking everything up to the max can actually make you colder.

I HIGHLY suggest you use the AUTO setting, and use a reasonable temperature like 70ÂşF. The car's automatic HVAC logic monitors a lot of parameters to set things optimally. This is a "Don't F** with it" situation if you want optimal heat and efficiency.

If the car still does not warm up when the car is set to AUTO 70ÂşF (and it was plugged in the night before), and the temperature is above 5ÂşF, then you may need service.

I just recharged last night, and this A.M the car had very good heat output, so it must cut back on the heat to extend the mileage when the batter is below a certain %

A couple weeks ago I was below 10%. 20F outside temp and the E-Heat button deactivated.

That or else the battery was cold from not being plugged in.

Plug in every night when it’s below freezing to keep it warm. Pretend it’s like a block heater.

Nah, that would not matter whether it plugged in every night or not to keep it warm. When I'm at work for 8 hrs in very cold temps with a 38% charge, then I should expect more of the same, a chilly ride home with nearly lukewarm air coming out. I'm guessing the heater gets throttled back a LOT to extend mileage below some number of %. Things like this are not advertised.

Cabin heat shouldn't get cut unless you are down below 10%. But at 38% it will want to heat the battery first if it's getting cold, so you'll lose some cabin heat there. Not much you can do if you can't plug in at work, that's just going to be how it is when it's cold.

I always plug in at night and set a departure time before leaving for work. The battery cools off a lot during the day, but that's the best I can do if I can't plug in while parked.

Wait…you’re retired, but you still work 8 hours? ?

Hopefully won't take more than a month.
