IIRC, there was a bug that affected a few cars where they couldn’t charge at all at low power stations, including L1 and some L2 units. I suspect that this fixed that bug, among other things.Maybe it's a significant update where they're improving area under the curve for chargers that can't reach peak speeds?

This update did fail a few times for me as well even though the 12V was at 70% give or take few points. I put it on the charger and got the battery over 80% and the update then installed without issue.this one has failed multiple times for me.
I got my car back from the recall work and it again failed this update. I looked and saw that I had actually changed the schedule to not do updates on friday and saturday night. I fixed that and assumed the update would happen last night. It did not happen that I am aware of and fordpass shows nothing about it at all now. So ..a different update (6.8.0)failed over 6 or 7 times over several weeks before it installed for me.. in most of those fails .. the behavior in FordPass was similar to yours…just had to wait for next attempt. …Even with successful installs ford pass alerts clear after a few days … so I assume this behavior is standard for ford pass? The in car message is unchanged, not sure if a repeat or still there from previous. When it succeeds, the message is still there for several days as you say, but fordpass just seems to have forgot about it.
