6.13 was a CMR update and what seems to have caused the BC rollout pause.

I wonder if this is the fix for whatever issues it caused?

Do you think this fix will also fix those that were having issues getting 6.8 installed? In my specific case, 6.8 failed to install since flighting due to an unspecified VICM/API error and I never heard back from EA/OTA Team after their investigation to it.

The new naming scheme continues...

It's not a new naming system. They will resume the traditional X.X.X system. The priority updates are bug fixes (which is why they may have similar release notes to previous OTAs) and are numbered differently.
