Yes, it's there, and when I click Activate Now it takes me to the My Ford Vehicles screen, and from there I click the Connected Services link next to my vehicle, and back to square one. Basically all roads lead to “No Connected Services Available”
Just spitballing... what happens if you log into ford.com, and then once you're logged in, go to:

https://www.ford.com/profile/myprofilev2/connectedservices/?navvin=3FMTK_________#/

Where you put your full VIN there instead of the dashes?

I've had Ford.com go into infinite redirect loops before.

I've been trying to get past "No Connected Services" for 3 weeks now. Spent hours with Ford support and no resolution. I've tried just about everything I've seen on the forum to resolve as well. I have a case open since last week - haven't heard back yet.
And you won't hear back. They just told you what you wanted to hear to get you off the phone. I don't think these “open cases” even exist. I called 2 weeks later after hearing nothing on my open case, and the person didn't have a clue in her head about my case number or how to pull it up. Then after about 15 minutes on hold while she “researched” it, the call switched over to the automated survey. Done deal.

What do you see when you go here:

https://www.ford.com/owners/vehicle-dashboard

Do you get a box on the right for 'Connected Services' with an Activate Now link?

I do get an Activate Now Link; but when I click it, I just get a no Connected Services message.

"NO CONNECTED SERVICES AVAILABLE
Sorry, there are no connected services available at the moment. Feel free to come back at a later date."

I also tried the trick about deleting old credit cards registered on the site; to no avail.

Has anyone been able to make any headway on the connected services error? I was on the phone with Ford for another two hours today (8th call overall). At least this time they seemed engaged and made a legitimate effort to solve the issue, however, all the steps they asked me to try I’ve tried already, such as a factory reset on the car, re-adding and activating the car in FordPass, and re-adding or changing the credit card in the Ford wallet. He opened a new ticket but I'm pretty close to giving up on this.

Took 3 weeks for me before the FordPass Charging Network showed up and then another 3 weeks for the Plug & Charge to turn on in the app. Have no idea why. I called several times but eventually it just showed up???
